Setting the hook: Keep your rod pointed at your steelhead spinner... the lower, the better. Occasionally, I'll keep my steelhead spinner fishing rod higher than this in certain situations. Also, keep your line tight and you'll achieve a good hook-set.

Cold water: Usually my steelhead spinner will stop as if I was snagged on the river bottom.
Warm water: Same as above but you'll also get a lot of real hard, aggressive takes (hang on to your fishing pole!).
Jigging your spinner for steelhead: Usually, a steelhead will eat your spinner on the drop. Usually... you won't feel anything. Stay alert.
Slacker: A steelhead will grab your spinner and swim towards you. Sometimes I won't feel anything but slack line. Other times I'll feel a “tink”... then slack.

The following factors are some of the most important:
Dirty/off-color: Fish really close to the river bottom. An occasional “tick” is ok.
Clear/warm: Steelhead will move great distances to eat your spinner in clear, warm water. Feeling your spinner tick the bottom is not necessary.
Clear/cold steelhead river water: Same as dirty, off-color water.
I've caught lots of steelhead in the tidal portions of Oregon coastal Winter and Summer Steelhead streams.
There's been little or no competition!
