Anise, garlic and tuna. They work. Fish don't eat plants and probably not many tuna. I'm trying fennel, onion and shark.

Speaking of anise... I like using those soft, plastic anise scented eggs. You can just stick them on the hook. Easy to apply or remove... this way you don't have to commit a whole batch of salmon or steelhead eggs to one particular bait scent.
I also use tuna. I take a whole can of oil-packed tuna and mix it in with a quart of cured salmon or steelhead eggs and let marinate for a day or longer. You can re-freeze no problem. They'll cause your eggs to become runny but as good as it works... I don't mind.
I've never tried garlic for salmon and steelhead but have heard a lot of good things about this spice.
If you'd like... let us know how the fennel, onion and shark work on those migratory Oregon coastal fish, ok?
Back in the 60's... seemed nobody used fish scents around the Hebo/Pacific Ciy area. I don't know about other salmon and steelhead rivers and bays throughout the USA. But...
Soft plastic rubber worms and bobber fishing up in freshwater were not used as well back then. However...
These were very popular in other salmon and steelhead fisheries throughout the country!
Finally... boraxed salmon and steelhead eggs... that was it. No sodium sulfate.
